[SoDu Rezoning Radar] Developments in the Works – May 2025

Welcome to the May edition of SoDu Rezoning Radar, your snapshot of what’s coming down the pipeline in South Durham’s fast-changing development landscape. From affordable housing and townhome clusters to major mixed-use districts and warehouse projects, rezoning requests can reshape neighborhoods – and it’s not always easy to keep track. I’ve rounded up the latest applications, upcoming meetings, and key decisions ahead so you can stay informed, speak up, and see what’s taking shape near you.

1606 and 1608 East Cornwallis Road

Application submitted on June 20, 2024. Up to 10 townhouses. Passed Planning Commission by a unanimous vote on April 8. No City Council meeting date set yet.

1607 East Cornwallis Road

Application submitted on April 9, 2025. Commercial development proposed with no more than 12,000 square feet. Prohibited uses: Educational, medical, outdoor recreation, drive-throughs, convenience store with gasoline sales, payday lenders, and vehicle service. No Planning Commission meeting date set yet.

3306 Page Road

Application submitted on March 7. 1.81 acres. Maximum of 15 townhouses, none fronting on Page Road. Rezoning would allow Oak Mill Drive to be extended to 3306 Page Rd., providing access to both properties. One-time contribution of $6,000 to DPS. One-time contribution of $15,000 to Durham Dedicated Housing Fund. Adjacent to Page Oaks subdivision, will be annexed into the Page Oaks HOA. No Planning Commission meeting date set yet.

4218 South Alston Avenue

4.83 acres. Currently general industrial zoning, seeks to become apartments and townhouses. Maximum of 200 units, according to the plan. Planning Commission set to hear the proposal on May 13, 2025.

Brier Creek Multifamily

16.5 acres straddling the Durham and Wake county line. Apartments, 25 units per acre. About 408 units. Buildings are 4 to 5 stories tall. Expected to go before Durham City Council on May 19, 2025.

Brittmore

Application submitted on April 16, 2025. About 27 acres along Farrington Mill Road. Would add as many as 115 single-family and townhouse units. This comes soon after the Durham City Council rejected a proposal for Sheffield Farms in that area. No Planning Commission date set yet.

Courtyards at Oak Grove

22.54 acres at 6102 Kinard Road, expecting 67 single-family homes and townhomes. No meetings set yet. No comments on the rezoning explorer.

Creekside Mixed Use

Application filed on Nov. 15, 2024. About 75.5 acres at 1003 Cortez Dr. Could add as many as 630 apartments and townhouses, as well as commercial property and a public park. No meeting dates set yet.

Enclave at Little Creek

Rezoning application submitted on March 12, 2025. About 46 acres at 5524 George King Rd. Multifamily development with as many as 230 townhomes and apartments. No Planning Commission date set yet.

Fayetteville Flats

Maximum of 220 apartments. All income-restricted for households earning 60% of area median income for no less than 30 years. $9,000 contribution to DPS. No comments on rezoning explorer. No Planning Commission meeting set yet.

Heartland Park Subdivision

Application submitted on Feb. 22, 2024. Commitments from developer include no more than 117 townhomes, with 5% designated for income-restricted residents at 80% AMI or less. Planning Commission meeting date not set yet.

Howard Property

Application submitted on April 12, 2023. Up to 650 single-family, townhouse, and apartment units along Wake Forest Highway. Approved by Durham City Council, 4-3, on May 5.

Leigh Village Center

Application originally submitted on Oct. 6, 2023. Nearly 82 acres east of George King Road and west of Crescent Drive. Mixed-use residential, commercial, and life-science development. Planning Commission date not set yet.

Methodist Street Townhouses

Up to 18 townhomes. Approved at the Planning Commission’s April 8 meeting.

Odyssey at RTP

Maximum of 110 townhouses. Intended exits: Onto Judaro Lane and Odyssey Drive. No exit onto Belgreen Road. Not a rental townhouse community, but that’s no guarantee sold townhouses won’t be rented. Expected to go before the Planning Commission this summer at the earliest. Occupancy expected within three years.

Page Corners

As many as 160 apartments, with all units reserved for households earning 60% or less than area median income. City Council approved on April 21.

Page-Miami District

458 acres also known as RTP South. It’s south of HUB RTP between NC Highway 54, Davis Drive, Hopson Road, and South Miami Boulevard. Encouraging transit-oriented development. Approved unanimously by City Council on April 21.

Reserve at Rocky Branch

Would allow up to 22 townhouse units. No project documents listed and no meeting dates set yet.

Sherron Road Assemblage

Application submitted on Feb. 17, 2025. About 294 apartments along Sherron Road. No Planning Commission meeting date set yet.

Strauss Drive Townhouses

Planning commissioners approved this unanimously. About 13 acres, with a maximum of 95 townhouses. The project would include 5% affordable housing units for 30 years for families making as much as 80% AMI. Approved by City Council on May 5.
