Welcome to the August edition of SoDu Rezoning Radar, your snapshot of what’s coming down the pipeline in South Durham’s fast-changing development landscape. From affordable housing and townhome clusters to major mixed-use districts and warehouse projects, rezoning requests can reshape neighborhoods – and it’s not always easy to keep track. I’ve rounded up the latest applications, upcoming meetings, and key decisions ahead so you can stay informed, speak up, and see what’s taking shape near you.
303 U.S. 70 Warehouse
Application submitted on Oct. 30, 2024. Proposal to rezone from residential suburban and industrial light to allow an 89,000 square foot warehouse. City Council meeting set to consider the proposal on Aug. 18.
1418 South Miami
Application submitted on June 18, 2025. Proposal to rezone four land parcels from residential suburban and commercial general to commercial general with a textual development plan. No meetings set yet.
1607 East Cornwallis Road
Application submitted on April 9, 2025. Commercial development proposed with no more than 12,000 square feet. Prohibited uses: Educational, medical, outdoor recreation, drive-throughs, convenience store with gasoline sales, payday lenders, and vehicle service. On Aug. 12, Planning Commission members voted unanimously to move the proposal forward with a favorable recommendation.
1618 Carpenter Fletcher Road Two
Application submitted on May 21, 2025. Proposal to rezone a parcel of land for commercial general with a textual development plan to allow for a greater range of uses. No meetings set yet.
3306 Page Road
Application submitted on March 7. 1.81 acres. Maximum of 15 townhouses, none fronting on Page Road. Rezoning would allow Oak Mill Drive to be extended to 3306 Page Rd., providing access to both properties. One-time contribution of $6,000 to DPS. One-time contribution of $15,000 to Durham Dedicated Housing Fund. Adjacent to Page Oaks subdivision, will be annexed into the Page Oaks HOA. No Planning Commission meeting date set yet.
4218 South Alston Avenue
4.83 acres. Currently general industrial zoning, seeks to become apartments and townhouses. Maximum of 200 units, according to the plan. City Council meeting set for Aug. 18, 2025.
Andrews Chapel Apartments
Application submitted on Dec. 3, 2024. Proposal to rezone a parcel of land from residential suburban to planned development residential, allowing as many as 78 apartment units. No dates set yet for Planning Commission or City Council.
Brittmore
Application submitted on April 16, 2025. About 27 acres along Farrington Mill Road. Would add as many as 115 single-family and townhouse units. This comes soon after the Durham City Council rejected a proposal for Sheffield Farms in that area. No Planning Commission date set yet.
Courtyards at Oak Grove
22.54 acres at 6102 Kinard Road, expecting 67 single-family homes and townhomes. City Council meeting set for Sept. 2, 2025.
Creekside Mixed Use
Application filed on Nov. 15, 2024. About 75.5 acres at 1003 Cortez Dr. Could add as many as 630 apartments and townhouses, as well as commercial property and a public park. No meeting dates set yet.
Durham Gateway at Brier Creek
Application submitted on June 3, 2024. Calls for rezoing from residential rural and commercial general to planned development residential and industrial light to allow a mixed-use development, including industrial, residential, retail, and office. City Council meeting set for Sept. 2, 2025.
Enclave at Little Creek
Rezoning application submitted on March 12, 2025. About 46 acres at 5524 George King Rd. Multifamily development with as many as 230 townhomes and apartments. No Planning Commission date set yet. On June 2, one resident asked for clarity regarding installation of a potable water line from development site “given current risks of underground water contamination and well wall collapse.”
Fayetteville Flats
Maximum of 220 apartments. All income-restricted for households earning 60% of area median income for no less than 30 years. $9,000 contribution to DPS. No comments on rezoning explorer. City Council meeting set for Aug. 18, 2025.
Heartland Park Subdivision
Application submitted on Feb. 22, 2024. Commitments from developer include no more than 117 townhomes, with 5% designated for income-restricted residents at 80% AMI or less. On Aug. 12, Planning Commission members voted 7-4 against giving the proposal a favorable recommendation.
Kerley Gardens
Application submitted on June 30, 2025. Calls for annexation of a parcel of land near intersection of Kerley Road and Mt. Sinai Road from county to city jurisdiction to provide utilities to an existing apartment complex. No meetings set yet.
Leigh Village Center
Application originally submitted on Oct. 6, 2023. Nearly 82 acres east of George King Road and west of Crescent Drive. Mixed-use residential, commercial, and life-science development. Planning Commission and City Council dates not set yet.
Morgan Farm
Proposal to annex and rezone residential rural land to planned development residential, allowing as many as 561 single-family, townhouse, and/or apartment dwellings and up to 5,000 square feet of non-residential. Application submitted on July 10. No Planning Commission or City Council meetings set yet.
Odyssey at RTP
Maximum of 110 townhouses. Intended exits: Onto Judaro Lane and Odyssey Drive. No exit onto Belgreen Road. Not a rental townhouse community, but that’s no guarantee sold townhouses won’t be rented. Expected to go before the Planning Commission this summer at the earliest. Occupancy expected within three years. No meetings set yet.
Reserve at Rocky Branch
Proposal to change zoning for nearly 52 acres along Virgil Road to allow development of about 230 townhouses. No meetings set yet.
Sherron Road Assemblage
Application submitted on Feb. 17, 2025. About 294 apartments along Sherron Road. No Planning Commission or City Council meeting dates set yet.
TopGolf Durham Mixed-Use Phase 2
Application submitted on May 25, 2025, calling for rezoning of one parcel from industrial park to commercial general with a textual development plan. No meetings set yet.
Trenton Road Assemblage
Application submitted on May 19 calling for annexation of five land parcels to allow as many as 11 single-family dwellings. Neighborhood meeting planned for Aug. 26, 6 to 7 p.m. No Planning Commission meeting date set yet.
