City leaders on Monday are set to consider a scaled-down version of a plan to rezone a chunk of South Durham territory near Research Triangle Park.
New state legislation requires all affected property owners to consent to downzoning, which has the effect of reducing the number or intensity of uses permitted on a North Carolina property. So far, 20 of the 338 properties within the boundary of NC Highway 54, Davis Drive, Hopson Road, Page Road, and South Miami Boulevard are included in the effort to encourage transit-oriented development.
“We still see a benefit to changing the zoning of these properties as they are either vacant or could redevelop in the near future,” the staff report states.
Durham City Council is expected to vote on the plan during the meeting at 7 p.m. at 101 City Hall Plaza.
Also on the agenda: Proposed annexation and a zoning map change for 7.6 acres on Page Road for the proposed Page Corners project, which would bring 160 multifamily dwellings to the area, with 100% of those homes income-restricted for households at 60% AMI or less for 30 years. The project also would include two electric car charging stations, native tree plantings, a maximum of 70% impervious surface area, and at least two recreational amenities.
In March, the Planning Commission approved the project by a vote of 6-3.
Finally, the council will consider a request to rezone 1.24 acres at 1202 and 1206 Ellis Road from residential rural to residential suburban multifamily to allow as many as 20 single-family and/or duplex units. Planning commissioners voted unanimously in February to recommend approval.
