[SoDu Rezoning Radar] Developments in the Works – March 2025

Welcome to the first edition of SoDu Rezoning Radar, your snapshot of what’s coming down the pipeline in South Durham’s fast-changing development landscape. From affordable housing and townhome clusters to major mixed-use districts and warehouse projects, rezoning requests can reshape neighborhoods – and it’s not always easy to keep track. I’ve rounded up the latest applications, upcoming meetings, and key decisions ahead so you can stay informed, speak up, and see what’s taking shape near you.

303 U.S. 70 Warehouse

Seeks to rezone from residential suburban and industrial light to industrial light to allow an 89,000-square-foot warehouse at 303 U.S. 70 Service Road. Second neighborhood meeting held on March 24.

3306 Page Road

Application submitted on March 7. 1.81 acres. Maximum of 15 townhouses, none fronting on Page Road. Rezoning would allow Oak Mill Drive to be extended to 3306 Page Road, providing access to both properties. One-time contribution of $6,000 to Durham Public Schools. One-time contribution of $15,000 to Durham Dedicated Housing Fund. Adjacent to Page Oaks subdivision, will be annexed into the Page Oaks HOA. Neighborhood meeting on March 25, 6 p.m.

4218 South Alston Avenue

4.83 acres. Currently general industrial zoning, seeks to become apartments and townhouses. Maximum of 200 units, according to the plan. Neighborhood meeting at 6 p.m. on March 31.

Brier Creek Multifamily

16.5 acres straddling the Durham and Wake county line. Apartments, 25 units per acre. About 408 units. Buildings are 4 to 5 stories tall. Passed the Planning Commission on March 11 by a vote of 6-3.

Courtyards at Oak Grove

22.54 acres at 6102 Kinard Road, expecting 67 single-family homes and townhomes. No meetings set yet. No comments on the rezoning explorer.

Fayetteville Flats

Maximum of 220 apartments. All income-restricted for households earning 60% of area median income for no less than 30 years. $9,000 contribution to DPS. No comments on rezoning explorer. No Planning Commission meeting set yet, but a neighborhood meeting was held in December 2024.

Methodist Street Townhouses

Up to 18 townhomes. Deferred from the February Planning Commission meeting. Now expected to be considered at the board’s April 8 meeting.

Page Corners

As many as 160 apartments, with all units reserved for households earning 60% or less than area median income. Planning Commission voted 6-3 in favor on March 11. City Council consideration expected on April 21.

Page-Miami District

458 acres also known as RTP South. It’s south of HUB RTP between NC Highway 54, Davis Drive, Hopson Road, and South Miami Boulevard. Encouraging transit-oriented development. Up for consideration by City Council on April 21.

Sheffield Farms

M/I Homes would develop about 219 acres west of Farrington Mill Road into 702 homes. City Council consideration expected on April 7. Planning Commission unanimously recommended denial in February. Overwhelming opposition by commenters on the rezoning explorer who are worried about environmental and traffic impacts.

Strauss Drive Townhouses

Planning commissioners approved this unanimously. Scheduled for City Council consideration on May 5. About 13 acres, with a maximum of 95 townhouses. The project would include 5% affordable housing units for 30 years for families making as much as 80% AMI.
